Saudi Arabia’s Council of Ministers has approved the National Intellectual Property Policy, marking a strategic step toward strengthening the Kingdom’s intellectual property ecosystem, maximizing the value of intangible assets, and supporting innovation, investment, research and development.
The policy aligns with the objectives of Saudi Vision 2030 and aims to establish a more integrated intellectual property framework that can help attract investment, encourage research and development, support industry, and strengthen Saudi Arabia’s position as a global destination for innovation and creativity.
A Comprehensive Framework for Intellectual Property
The new policy establishes a general framework for the principles and directions governing intellectual property in Saudi Arabia. It seeks to improve the management of intellectual property rights and maximize the economic value of intangible assets, including inventions, trademarks, designs and creative works.
It also aims to improve transparency and clarity across intellectual property-related policies and procedures, creating a stronger environment for innovators, creators, businesses and investors.
The policy focuses on several key areas, including intellectual property education and awareness, idea generation and creativity, registration and enforcement of intellectual property rights, and the commercialization of intellectual property.
Supporting Innovation and Entrepreneurship
Saudi Authority for Intellectual Property Board Chairwoman Sheehana Alazzaz said the policy represents a strategic step toward improving the efficiency of the Kingdom’s intellectual property ecosystem, describing intellectual property as a key enabler of a knowledge-based economy and an important contributor to the objectives of Saudi Vision 2030.
Meanwhile, SAIP CEO Dr. Abdulaziz Al-Swailem described the policy’s approval as a significant milestone in developing the Kingdom’s intellectual property ecosystem and strengthening coordination among relevant entities.
He also highlighted the importance of raising awareness of intellectual property rights across general, university, technical and vocational education, helping foster creativity, innovation and entrepreneurship.
Encouraging Investment and Technology Transfer
The new policy is expected to contribute to a stronger investment environment by providing a more effective framework for protecting intellectual assets and encouraging companies to invest in innovation and research and development.
It is also designed to support technology transfer and localization, strengthen research and university outcomes, and help transform knowledge and academic research into commercially valuable products and services.
The policy further aims to empower the private sector, small and medium-sized enterprises, and entrepreneurs, while developing national expertise in intellectual property.
Building a Knowledge-Driven Economy
The approval of the National Intellectual Property Policy reflects Saudi Arabia’s broader efforts to diversify economic growth by investing in knowledge, creativity and technology alongside traditional economic assets.
By developing an integrated system for protecting and commercializing intellectual property, Saudi Arabia aims to strengthen its global competitiveness, support innovators and businesses, and transform ideas and inventions into sustainable economic assets.
