A Royal Decree has been issued approving Saudi Arabia’s General Education Law, introducing a comprehensive framework aimed at strengthening governance, improving the quality of education and its outcomes, and regulating the participation of the private and nonprofit sectors in line with the objectives of Saudi Vision 2030.
The new law establishes clearer responsibilities across the general education system by defining the roles of the Ministry of Education, the General Education Affairs Council and other relevant authorities.
The framework is designed to improve coordination between educational policies, plans and programs while supporting more efficient decision-making across the sector.
A Broader Regulatory Framework for Education
The law strengthens the Ministry of Education’s ability to regulate, supervise and monitor the general education sector.
Its provisions cover key areas including educational stages, institutions, academic pathways, e-learning, continuing education, the educational environment, and the rights of students and teachers.
The framework comes as Saudi Arabia continues to modernize its education system and expand the role of digital technologies and new learning models.
Expanding Private and Nonprofit Participation
A significant component of the law focuses on regulating the participation of the private and nonprofit sectors in providing educational services.
The framework seeks to make education more attractive to investment and partnerships while establishing clear regulations intended to improve service quality, broaden educational choices and support the sustainable development of both public and private educational institutions.
Saudi Minister of Education Yousef Al-Benyan said the approval represents important support for the Kingdom’s efforts to develop general education and improve the efficiency of its regulatory and operational system.
Protecting Students and Teachers
The law places particular emphasis on protecting the rights of students and teachers and providing a safe, supportive and stimulating educational environment.
It also strengthens the role of families in supporting students throughout their educational journey, reinforcing cooperation between schools, families and education authorities.
Early Childhood, Students with Disabilities and Gifted Learners
The legislation also addresses the quality of care and education during early childhood, recognizing the importance of the early years in developing children’s personalities, abilities and skills.
It supports more appropriate educational and support services for students with disabilities within educational institutions while also strengthening programs designed to identify, support and develop gifted students.
Implementation Comes Next
The Ministry of Education will now coordinate with relevant authorities to complete the executive and regulatory provisions required to implement the law.
The next phase will translate the framework into practical regulations and procedures, supporting the Kingdom’s broader efforts to improve educational outcomes and build a more efficient, inclusive and future-ready general education system.
