Riyadh Launches Flexible Working Hours Initiative to Reduce Traffic and Boost Productivity
Riyadh has officially begun implementing a flexible working hours initiative aimed at improving mobility, reducing traffic congestion, and enhancing workplace productivity across key business districts in the capital.

The initiative is being implemented by the Royal Commission for Riyadh City in partnership with the Ministry of Human Resources and Social Development as part of broader efforts to improve quality of life and create a more efficient urban environment.

Four-Hour Flexible Window

The program introduces a four-hour flexibility window that allows employees to choose different arrival and departure times instead of concentrating commuting patterns during traditional peak hours.

More than 50 organizations across six major business zones are participating in the initiative, including King Abdullah Financial District, Digital City, the Diplomatic Quarter, Laysen Valley, Granada Business, and ROSHN Front.

By staggering work schedules, authorities aim to reduce pressure on road networks, improve traffic flow, and make daily commuting more efficient.

Enhancing Productivity and Employee Well-Being

Experts believe that greater flexibility in working hours can significantly improve employee performance and overall well-being.

Allowing individuals to align their schedules with personal commitments and natural productivity cycles can increase focus, reduce stress, and enhance work quality throughout the day.

Specialists also note that flexible schedules encourage a healthier work-life balance, which often leads to higher job satisfaction and stronger organizational performance.

Moving Toward Results-Based Evaluation

Human resources experts emphasize that the success of flexible work arrangements depends on shifting organizational culture away from measuring attendance and working hours toward evaluating outcomes and performance results.

This approach focuses on key performance indicators, productivity metrics, and measurable achievements rather than physical presence in the workplace.

Organizations are also encouraged to maintain shared core working hours to ensure effective communication and collaboration among teams.

Leadership and Workforce Development

The initiative highlights the importance of preparing managers and leaders to oversee flexible work environments successfully.

Training programs focused on performance management, team coordination, and results-based leadership are expected to play a crucial role in maximizing the benefits of the new system.

Employees will also require guidance on using flexibility responsibly while maintaining productivity, discipline, and professional development.

Exemptions for Essential Sectors

The initiative applies primarily to administrative positions with fixed schedules.

However, sectors that require continuous operations and uninterrupted service delivery, including healthcare, public education, field services, and operational jobs, are excluded from the program to ensure service continuity.

Supporting a More Sustainable City

The flexible working hours initiative reflects Riyadh’s commitment to building a smarter, more sustainable urban environment.

By reducing congestion, improving employee experiences, and encouraging modern workplace practices, the program supports the city’s long-term development goals and reinforces Riyadh’s position as one of the region’s fastest-growing and most innovative capitals.
