The Saudi Ministry of Tourism has approved updates to the regulations governing Hajj Season Accommodation Facilities, including licensing and classification standards and the related violations framework, as part of preparations for Hajj 1448.
The updated requirements apply to accommodation facilities designated for pilgrims in Makkah and Madinah, with the aim of improving operational readiness, enhancing service quality and strengthening operational standards before pilgrims begin arriving. The ministry had previously introduced a draft of the licensing and classification standards through the “Estelaam” public consultation platform as part of efforts to improve hospitality services and the pilgrim experience.
New Readiness and Safety Requirements
The updated standards include requirements related to operational readiness, safety and maintenance, continuity of essential services and compliance with approved operating standards.
These requirements are designed to ensure that accommodation facilities are fully prepared to receive pilgrims and provide a safe, organized environment that meets the specific needs of the Hajj season.
Two Accommodation Classifications
The updated framework classifies Hajj Season Accommodation Facilities into Economy and First Class, with specific requirements and standards for each category.
The requirements cover various aspects of operations, including common facilities, guest rooms, reception areas, cleanliness, maintenance and services provided to pilgrims, helping standardize requirements and improve the overall accommodation experience.
Inspections Before and During Operations
The regulatory framework introduces multiple stages of inspection and oversight, beginning before a license is issued and continuing through the pre-operation phase and the period during which facilities receive pilgrims.
This approach is intended to ensure that facilities meet all requirements and maintain established standards of quality and safety throughout the operating period.
“Our Guests Are a Priority”
The Ministry of Tourism emphasized that serving pilgrims is a shared responsibility and a national trust, noting that the updated standards form part of its “Our Guests Are a Priority” campaign.
The campaign seeks to improve the quality of services provided to pilgrims and deliver a safe and well-organized hospitality experience that enriches their journey, reflecting the Kingdom’s continued commitment to serving pilgrims.
Early Preparations for Hajj 1448
The ministry called on those seeking licenses to operate Hajj Season Accommodation Facilities during Hajj 1448 to begin meeting the regulatory requirements early, complete maintenance and preparation work, and submit their licensing applications.
The measures form part of early preparations for the upcoming Hajj season and efforts to enhance the readiness of accommodation and hospitality facilities in Makkah and Madinah, supporting higher-quality and more organized services for pilgrims.
