Digital Cooperation Organization Launches Global Ethical AI Guidebook for Policymakers

The Digital Cooperation Organization (DCO) has launched its new Ethical AI Guidebook for Policymakers during the United Nations Global Dialogue on Artificial Intelligence Governance in Geneva, aiming to help governments develop practical and responsible AI governance frameworks.

The guidebook was unveiled during a session organized in partnership with the Saudi Data and AI Authority (SDAIA) and the International Center for Artificial Intelligence Research and Ethics.

Helping Governments Build AI Policies

The guidebook is designed to assist policymakers, regulators, and national AI task forces in translating ethical AI principles into practical national strategies, legislation, public policies, and governance frameworks.

It is based on the DCO Principles for Ethical AI and the Riyadh AI Call to Action Declaration, providing governments with practical tools to implement trustworthy and responsible artificial intelligence.

A Call for Inclusive AI Governance

Speaking during the launch, DCO Secretary-General Deemah Al-Yahya said that while the world largely agrees on the principles of responsible and trustworthy AI, many countries still lack the capacity to turn those principles into action.

She emphasized the importance of ensuring that all nations have a meaningful role in shaping the future rules of artificial intelligence, rather than simply adopting standards developed elsewhere.

Part of a Broader AI Governance Ecosystem

The Ethical AI Guidebook forms part of the DCO’s broader artificial intelligence governance ecosystem, which also includes AI ethics assessment tools, digital platforms, and policy support resources designed to strengthen national AI readiness.

Through these initiatives, the organization aims to help governments improve institutional capacity, build public trust, and make evidence-based policy and investment decisions while supporting responsible digital transformation.
