According to the Ministry:

June 23, 2025 (15 Shawwal) is the final date for Umrah pilgrims to enter the Kingdom. No new entry permits for Umrah will be issued beyond this date.

June 29, 2025 (1 Dhul Qidah) is the absolute deadline for all Umrah pilgrims to leave the Kingdom. Remaining beyond this date will be considered a violation of pilgrimage regulations.

The Ministry emphasized that any delay in departing past the specified date will be treated as a regulatory breach, subject to legal consequences, including monetary fines and administrative actions.

Moreover, Umrah service companies are required to report any delays in pilgrim departures without exception.

Failure to comply may result in financial penalties of up to SAR 100,000, in addition to further legal actions against responsible entities or individuals.

This directive comes as part of the Kingdom’s ongoing efforts to enhance crowd control, ensure public safety, and prepare a well-structured and spiritually fulfilling Hajj experience for all pilgrims, in alignment with global best practices.
