Eight Saudi cities have secured positions in the 2026 IMD Smart City Index, with Riyadh advancing to 24th place globally — up from 27th the previous year — in a result that underscores Saudi Arabia’s accelerating transformation into one of the world’s most digitally advanced nations.

Riyadh Leads the Kingdom’s Smart City Surge

The 2026 edition of the IMD Smart City Index, released by the International Institute for Management Development, places Riyadh firmly among the world’s top 25 smart cities. The ranking evaluates cities across five dimensions: technology infrastructure, urban governance, mobility, sustainability, and quality of life. Riyadh’s three-position gain reflects years of strategic investment in digital services, 5G network deployment, and AI-driven governance frameworks that have reshaped the capital into a model of modern urban management.

Joining Riyadh in the index are Makkah, which ranked 50th globally, Jeddah at 55th, Alkhobar at 64th, and Madinah at 67th. AlUla, the heritage and tourism destination in northwestern Saudi Arabia, recorded one of the most notable jumps in the rankings, reflecting the rapid smart infrastructure rollout accompanying its transformation into a world-class cultural destination.

Vision 2030 Drives Digital Urban Transformation

The results reinforce the direct impact of Saudi Arabia’s Vision 2030 blueprint, which has placed the development of smart, connected cities at the heart of the Kingdom’s long-term economic diversification strategy. Investment in broadband connectivity, cloud computing platforms, and intelligent transportation systems has created a foundation that is now registering on global indices.

Flagship projects such as NEOM and The Line — the linear smart city being developed in Tabuk Province — have elevated Saudi Arabia’s international profile as a pioneer in next-generation urban design. These projects incorporate zero-emission transport, AI-powered resource management, and fully integrated digital infrastructure from the ground up, attracting attention from urban planners and technology investors worldwide.

A Benchmark for the Region

Saudi Arabia’s performance in the 2026 index places it among the leading nations in the Middle East for smart city development. The Ministry of Communications and Information Technology has expanded digital government services, with millions of residents now accessing healthcare, education, municipal, and financial services entirely through digital platforms. The Absher and Tawakkalna platforms — initially launched as administrative tools — have evolved into comprehensive digital ecosystems serving tens of millions of users.

The Kingdom’s 5G network, one of the fastest-expanding in the world, has provided the connectivity backbone for smart city applications ranging from autonomous traffic management to real-time environmental monitoring. Cities such as Jeddah and Alkhobar have deployed smart grid technologies and IoT-enabled infrastructure to reduce energy consumption and improve service delivery.

Looking Ahead

With Saudi Arabia continuing to channel resources into urban innovation, smart infrastructure, and digital governance, analysts expect further improvements in future IMD rankings. The 2026 index results serve as a measurable indicator of how Vision 2030 objectives are translating into internationally recognized outcomes — positioning the Kingdom not merely as a regional leader in smart city development, but as a genuine global benchmark.
