The city of Khobar, located in Saudi Arabia’s Eastern Province, has made an impressive leap in digital transformation and urban innovation, securing the 61st position globally in the 2025 Smart City Index by the International Institute for Management Development (IMD).
This achievement highlights Khobar’s efforts in adopting smart city principles — including the enhancement of digital infrastructure, expansion of e-government services, implementation of smart mobility systems, and environmental sustainability initiatives.
Khobar outperformed several major international cities, underscoring the Kingdom’s commitment to building integrated digital cities in line with the goals of Saudi Vision 2030.
