Eng. Khalid bin Abdullah Al-Hogail, a distinguished Saudi civil engineer, has been serving as the President of the International Association of Public Transport (UITP) since June 2021.
Early Life
Khalid Al-Hogail was born on December 16, 1962, in the Kingdom of Saudi Arabia.

Education
Eng. Khalid Al-Hogail earned a bachelor’s degree in civil engineering from King Saud University, Riyadh, in 1986.
He has also completed numerous advanced training programs in management, leadership,
strategic planning, and business development, both within Saudi Arabia and internationally.
Professional Career
Eng. Khalid Al-Hogail is currently the President of the International Association of Public Transport (UITP) based in Brussels.
He is notably the first Arab and second non-European to assume this prestigious role.
He also serves as the CEO and Managing Director of the Saudi Public Transport Company (SAPTCO).

Achievements
In addition to chairing the UITP, Eng. Al-Hogail holds several prominent positions:
- Chairman of the Arab Union of Public Transport under the League of Arab States.
- Chairman of the Saudi-Spanish Business Council under the Federation of Saudi Chambers.
- Member of the Saudi-French Business Council.
From 2008 to 2010, he was a Board Member of both the Saudi-Bahraini Transport Company and Bahrain Limo.
In 2014, he became Chairman of both the Public Transport Company and the Saudi-Emirati Integrated Transport Company (CITCO).
In 2016, he served as Vice Chairman of the International Road Transport Union (IRU) under the League of Arab States.
From 2009 to 2017, he served as Vice Chairman of the National Committees Council at the Saudi Chambers Council and as Chairman of the National Committee for Joint Stock Companies.
In 2018, he became a Board Member of Capital Metro Company.
Between 2016 and 2019, Eng. Al-Hogail served as a Member of the International Road Federation (IRF) and sat on the Advisory Council of the Minister of Hajj.
In 2020, he joined the National Logistics Committee of the Saudi Chambers Council.
In 2021, he assumed the role of Vice Chairman of Digital Mobility Solutions Company.
Previously, Eng. Al-Hogail served as the Managing Director of SAPTCO while concurrently acting as Chairman of UITP Middle East & North Africa Division (MENA) between 2016 and 2021.
He has also been a member of the National Association for Pupil Transportation (NAPT) in the United States and a member of both the Saudi-Indian Business Council and the Saudi-Bahraini Business Council.
Awards & Recognition
- In 2022, Eng. Khalid Al-Hogail was awarded the Knight of the Legion of Honour by the French government.
- He was also named Man of the Year 2021 by the International Road Federation (IRF) and was honored at the opening of the 18th IRF World Meeting & Exhibition held in Dubai, UAE.
