In a gesture of honor and appreciation, His Royal Highness Crown Prince Mohammed bin Salman has directed that a street in the Hittin district,
north of Riyadh, be named after the late statesman Dr. Mutlab Al-Nafisa, in recognition of his six decades of dedicated service to the nation, its leadership, and the Kingdom.
Dr. Mutlab Al-Nafisa, who passed away on March 27, 2025, was a prominent figure in Saudi Arabia’s government,
holding numerous high-ranking positions since beginning his public service career in 1962.
His last role was as Minister of State and Member of the Council of Ministers, a position he held until his death.
Born in 1937 in Riyadh Al-Khabra, located in the Qassim region, Al-Nafisa earned his bachelor’s degree in law from Cairo University in 1962.
He later pursued higher education in the United States, obtaining his master’s and doctorate degrees in law from Harvard University in 1971 and 1975, respectively.
Throughout his career, Dr. Al-Nafisa served in several pivotal roles. He began as a legal advisor to the Council of Ministers and later became Deputy Director General of the Institute of Public Administration.

Upon returning from the U.S., he was appointed Head of the Experts Bureau (now the Bureau of Experts) at the Council of Ministers, a post he held until 1995.
In 1995, he was appointed Minister of State and a Member of the Council of Ministers.
Between 1999 and 2015, he served as Secretary-General and Member of the Supreme Council for Petroleum and Minerals.
Dr. Al-Nafisa also held memberships in the Supreme Economic Council, the Civil and Military Service Councils,
and played a major role in the committees responsible for drafting key governance frameworks, including the Basic Law of Governance, the Regional System, and the Shura Council System.
Dr. Mutlab Al-Nafisa is remembered as a distinguished figure who contributed significantly to Saudi Arabia’s legislative and administrative development, leaving a lasting legacy of dedication and excellence.
