Whether you rent, own or broker a property, these are the answers to the questions people search most, taken from Ejar&#039;s own service pages and announcements by the Real Estate General Authority (REGA).<\/p>\n<p>What is Ejar and who is it for? Ejar describes itself as an integrated electronic network that organises the real estate rental sector in the Kingdom and protects the rights of the three parties to a lease: tenant, landlord and real estate broker. Its official announcements are issued by REGA, and it covers both residential and commercial leases. On 29 September 2024 REGA said the network had recorded more than 10 million lease contracts since launch, about 8.3 million residential and 1.7 million commercial.<\/p>\n<p>Who registers the lease, and who pays for it? In the usual route, a licensed broker enters the contract from the brokerage office account and sends it to both parties to approve electronically. Registration of residential and commercial leases by brokers has been compulsory under Council of Ministers Resolution No. 405 of 22 Ramadan 1437 AH. Since 25 September 2025, a landlord must also apply to register any lease that is not yet on Ejar, and a tenant now has the right to apply too; the other party then has 60 days from notification to object before REGA, after which the contract data is treated as correct. The registration fee falls on the landlord, and either the landlord or the broker may settle it.<\/p>\n<p>How much are the official fees? Ejar&#039;s two service pages state:<\/p>\n<ul>\n<li>Residential lease: SAR 125 for each year.<\/li>\n<li>Commercial lease: SAR 200 for the first year, then SAR 400 for each additional year.<\/li>\n<\/ul>\n<p>How is a residential lease registered, step by step? Ejar sets out the route from the brokerage office account as follows:<\/p>\n<ul>\n<li>From the main screen, open the contracts menu and choose to register a new residential lease.<\/li>\n<li>Set the lease term, then complete the five sections: contract details, parties, financial details, terms and conditions, and properties and units.<\/li>\n<li>Preview or download the contract and review the brokerage agreement.<\/li>\n<li>Pay the fee and accept the disclaimer.<\/li>\n<li>Send the contract for documentation; each party receives a text message with an approval link.<\/li>\n<\/ul>\n<p>The lease is documented as soon as both parties approve. A landlord needs a valid ID, the property ownership document, a mobile number registered on Absher, and an IBAN if rent will be collected through SADAD; a tenant needs a valid ID and a mobile number registered on Absher. Ejar stresses that the electronic contract is an enforceable instrument, which means a party owed money can go straight to the enforcement court without first filing a lawsuit.<\/p>\n<p>How does a tenant pay rent through Ejar? The platform&#039;s FAQ gives these steps:<\/p>\n<ul>\n<li>Open the financial menu and choose to view invoices.<\/li>\n<li>Select the contract, then make a payment.<\/li>\n<li>Enter the amount due and confirm.<\/li>\n<li>Pay by mada card or Apple Pay, or through your bank&#039;s SADAD service under biller code 153.<\/li>\n<\/ul>\n<p>Money reaches the landlord within 5 working days, and instalments can be monthly, quarterly, half-yearly or yearly. For now, the rule limiting payment to digital channels applies to residential leases only.<\/p>\n<p>What is the latest official change for tenants? On 25 September 2025 REGA announced that a Council of Ministers resolution and a royal decree had approved new rules governing the landlord and tenant relationship, carrying out a directive from His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister. The main points:<\/p>\n<ul>\n<li>A five-year halt on annual increases in total rent for residential and commercial leases inside Riyadh&#039;s urban boundary.<\/li>\n<li>Rent for a vacant Riyadh unit that was leased before is fixed at the value of its last Ejar contract.<\/li>\n<li>Leases in every city of the Kingdom renew automatically unless one party gives notice at least 60 days before the term ends, with set exceptions.<\/li>\n<li>Fines of up to 12 months&#039; rent for the unit for anyone breaching these rules.<\/li>\n<\/ul>\n<p>In Riyadh, a landlord also cannot refuse to renew when the tenant wants to stay, except in three cases: unpaid rent, structural defects confirmed by an approved technical report, or the owner needing the home for personal use or for a first-degree relative. If a landlord will not document the lease, the new rules let the tenant request registration directly. If an owner neglects maintenance required under the lease, Ejar says the tenant may take the matter to court and claim for the damage.
