Saudi Arabia is building the other half of that future: the infrastructure, models, cloud capacity and products that could determine where that intelligence runs.

By Abeer Abdalla | Managing Editor |The Saudi Times

Qualcomm’s most important message at Snapdragon Summit was not a faster smartphone. It was a map.

Artificial intelligence is moving out of the chatbot window and into phones, PCs, earbuds, vehicles and industrial systems. At the same time, the data centers behind those experiences are being redesigned around inference at scale: the work of running trained models quickly, continuously and economically. In Qualcomm’s vision, the next era is not simply about larger models. It is about intelligence being available wherever the user is.

This is the agentic age: AI that understands context and intent, can take action with permission, and can move across the devices people use throughout the day. Qualcomm President and CEO Cristiano Amon used the Summit to describe a future in which AI follows the user from phone to PC to earbuds and beyond, creating one connected experience.

That vision matters acutely to Saudi Arabia. The Kingdom is building the other half of the equation. Through HUMAIN, Saudi Arabia is assembling a domestic AI stack that stretches from large-scale data centers and cloud infrastructure to Arabic-language models, enterprise applications and AI running directly on personal devices. Qualcomm technology is increasingly present across those layers.

The real question, then, is no longer whether Saudi Arabia will use AI. It is how much of the AI value chain the Kingdom can host, govern, develop and eventually export. The Saudi wager is that more of the Middle East’s intelligence can run from the Kingdom rather than simply be consumed from somewhere else.

The cloud is coming closer.

For most people, AI has so far felt simple. Ask a question. Wait. Receive an answer. Behind that exchange sits an enormous industrial machine. As AI moves from occasional prompting toward agents that reason, plan and act continuously, the compute required to support everyday tasks grows sharply.

Qualcomm’s answer is to distribute that work. Some AI can run directly on the device, where it can reduce latency, improve privacy and remain useful without constant dependence on the cloud. Larger or more complex workloads can move to data-center infrastructure when additional scale is required. That is why the Snapdragon story now reaches far beyond smartphones.

At Snapdragon Summit, Qualcomm introduced the Snapdragon 8 Elite Extreme Gen 6 and Snapdragon 8 Elite Gen 6 mobile platforms, powered by the first mobile CPU to reach 5 GHz. On the PC side, the Snapdragon X2 Elite family combines up to 18 Qualcomm Oryon CPU cores with a Hexagon NPU delivering up to 85 TOPS of AI processing, depending on configuration.

That same architecture now sits inside Horizon Ultra, the AI PC developed by HUMAIN with support from Qualcomm over more than 12 months and unveiled at LEAP in Riyadh. Horizon Ultra is powered by Snapdragon X2 Elite with an 18-core Qualcomm Oryon CPU, alongside Adreno graphics and a Hexagon NPU. Its design allows sophisticated AI workloads to run locally on the device and extend to the cloud when more compute is needed. Saudi Arabia did not wait for the agentic era to arrive fully formed from somewhere else. It helped develop a product for it.

<img fetchpriority="high" decoding="async" data-attachment-id="60878" data-permalink="https://thesauditimes.net/en/saudi-arabia-sovereign-ai-qualcomm-agentic-vision/snapdragon-summit-and-qualcomms-saudi-ai-moment-2-2/" data-orig-file="https://thesauditimes.net/en/wp-content/uploads/2026/10/Snapdragon-Summit-and-Qualcomms-Saudi-AI-Moment-2-scaled.png" data-orig-size="2560,1707" data-comments-opened="0" data-image-title="Snapdragon Summit and Qualcomm’s Saudi AI Moment (2)" data-image-description="" data-image-caption="<p>Lekha Motiwala of Qualcomm Technologies.<br />
Qualcomm.</p>
" data-large-file="https://thesauditimes.net/en/wp-content/uploads/2026/10/Snapdragon-Summit-and-Qualcomms-Saudi-AI-Moment-2-1024x683.png" class="size-full wp-image-60878" src="https://thesauditimes.net/en/wp-content/uploads/2026/10/Snapdragon-Summit-and-Qualcomms-Saudi-AI-Moment-2-scaled.png" alt="Crown Prince Mohammed bin Salman, chairman of PIF, announced HUMAIN in May 2025 to advance Saudi Arabia’s capabilities across AI infrastructure, models and applications. Riyadh is the deployment.

The Saudi Times attended the three-day Snapdragon Summit in Maui as an invited media guest of Qualcomm. The event took place in late September, but its significance to the Kingdom is clearer now because the technology shown there maps directly onto infrastructure and products already being developed in Saudi Arabia.

Qualcomm also used the Summit to demonstrate that personal AI is moving into a commercial computing category. More than 13,000 businesses have deployed or tested Snapdragon-powered PCs, more than 7,300 applications are being used across the platform, and Snapdragon PCs are available through more than 120 retail partners and 12,300 stores.

Saudi Arabia, through HUMAIN, is entering that ecosystem as a developer rather than simply a buyer. Horizon Ultra represents one end of the strategy. At the other end are data centers measured not in laptop cores or battery life, but in megawatts.
The 200-megawatt bet.

HUMAIN and Qualcomm are targeting 200 megawatts of Qualcomm-based AI infrastructure, with the program beginning in 2026, to deliver high-performance AI inference services in Saudi Arabia and globally. The roadmap is built around Qualcomm AI200 and AI250 rack-scale systems. Qualcomm has also established plans for an AI Engineering Center at HUMAIN in Riyadh to support the rollout.

Two hundred megawatts is not a laboratory experiment. It is industrial-scale computing, and it sits inside a much larger Saudi buildout.

PIF investment materials anticipate roughly 3 gigawatts of data-center capacity in Saudi Arabia by 2030. The same materials estimate the Saudi data-center market at about $1.9 billion in 2024 and project it to reach approximately $3.9 billion by 2030, a compound annual growth rate of about 13 percent. Data-center power load, however, is expected to grow at roughly 29 percent per year over that period.

The industrial opportunity extends far beyond servers. PIF estimates cumulative local demand for data-center cooling equipment at about SAR 33 billion, or $8.8 billion, between 2026 and 2030. It estimates another SAR 22 billion, or $5.9 billion, in cumulative local demand for power equipment such as UPS systems, generators and transformers.

This is where an AI story becomes an industrial-policy story. Data centers require cooling, power systems, racks, networking, construction, engineering, maintenance and increasingly sophisticated semiconductor expertise. Saudi Arabia is not only buying access to AI. It is creating an economy around supplying the infrastructure that makes AI possible.

Inside the machine.

The underlying technology is equally striking. Qualcomm’s Dragonfly AI200 rack provides 43 terabytes of memory across 56 accelerator cards, with 768 gigabytes per card. Qualcomm now positions the platform to support inference on models of up to 10 trillion parameters, depending on workload and deployment design. In a recent proof-of-concept, the company demonstrated the one-trillion-parameter Kimi-K2.5 model running on a single AI200 accelerator card.

This is the class of infrastructure HUMAIN is building around. HUMAIN is not simply a cloud reseller. Launched by PIF in 2025, the company was created to operate and invest across the AI value chain, including next-generation data centers, cloud capabilities, advanced models and applications. Its portfolio includes ALLAM, a multimodal Arabic large language model co-developed with SDAIA.

Qualcomm provides a technological bridge across those layers. Snapdragon processors can run AI locally in a HUMAIN PC. Qualcomm accelerators can run inference in HUMAIN data centers. The surrounding software stack manages and orchestrates those systems. The result is the architecture Qualcomm has been advocating: intelligence distributed from device to edge to cloud rather than trapped in a single layer.

<img decoding="async" data-attachment-id="60880" data-permalink="https://thesauditimes.net/en/saudi-arabia-sovereign-ai-qualcomm-agentic-vision/snapdragon-summit-and-qualcomms-saudi-ai-momen-2/" data-orig-file="https://thesauditimes.net/en/wp-content/uploads/2026/10/Snapdragon-Summit-and-Qualcomms-Saudi-AI-Momen--e1792619937300.jpg" data-orig-size="798,613" data-comments-opened="0" data-image-title="Snapdragon Summit and Qualcomm’s Saudi AI Momen" data-image-description="" data-image-caption="<p>Lekha Motiwala of Qualcomm Technologies.<br />
Qualcomm.</p>
" data-large-file="https://thesauditimes.net/en/wp-content/uploads/2026/10/Snapdragon-Summit-and-Qualcomms-Saudi-AI-Momen--576x1024.jpg" class="wp-image-60880 size-full" src="https://thesauditimes.net/en/wp-content/uploads/2026/10/Snapdragon-Summit-and-Qualcomms-Saudi-AI-Momen--e1792619937300.jpg" alt="Lekha Motiwala of Qualcomm Technologies. Sourced via Mohamed Chakib Ouabi on LinkedIn.

Why this changes AI across the region.

The Middle East’s next AI contest will not be decided by who can open a chatbot. Access is becoming commoditized. The strategic advantage will increasingly come from where intelligence runs, who controls the infrastructure, how close it is to users and whether the models reflect the language and needs of the market they serve.

For governments, banks, hospitals, energy companies and other institutions handling sensitive data, locally hosted AI can provide greater control over data residency and lower latency. For Arabic users, models developed around Arabic and regional use cases can be built for the market from the beginning rather than adapted only after the fact.

The market is beginning to validate that architecture. Adobe became the first global software company announced as moving regional AI workloads onto HUMAIN’s locally hosted AI Compute infrastructure accelerated by Qualcomm, including regional AI data-captioning workloads. That is more consequential than another memorandum because it puts real enterprise work onto Saudi infrastructure.

The harder question is whether the Kingdom can develop AI infrastructure, products and services that other markets want to use. HUMAIN was built with that ambition. PIF describes it as a full-stack AI company designed to deliver capabilities locally, regionally and globally. Saudi Arabia also ranked first in the government strategy sub-pillar of the 2024 Global AI Index, while placing 14th overall and first in the Arab world.

The Kingdom’s location at the nexus of Asia, Africa and Europe, combined with large-scale infrastructure spending and patient state-backed capital, gives it a powerful starting position. But advantages alone do not create an AI hub. Technology, talent, products and customers do.

That is why the Qualcomm-HUMAIN relationship matters. It has moved beyond announcements toward a connected architecture. At one end is Horizon Ultra. At the other are Dragonfly AI200 and AI250 systems and the data-center software required to run them. Between those layers sit cloud services, applications and Saudi-developed models.

The phone, the PC and the data center are no longer separate technology stories. They are becoming different access points into the same intelligent system.

Saudi Arabia does not need to manufacture every chip itself to become strategically important to global AI. It needs to retain more of the value chain: host compute, develop models, train engineers, localize components, attract global workloads and ultimately export AI services from the Kingdom; and it’s evident the Saudi-Qualcomm union will only grow and rise from here.

HUMAIN is one of the vehicles for that ambition. Qualcomm is providing technology that stretches from personal devices to rack-scale inference infrastructure.

In Maui, Qualcomm laid out its vision for the agentic age. Saudi Arabia is taking the more consequential next step: building a place where part of that age can actually run.

Qualcomm used Snapdragon Summit to show a future in which AI becomes ambient across the devices around us.
