Saudi Data and Artificial Intelligence Authority<\/span><\/span> has introduced a new regulatory framework aimed at organizing the use of deepfake technologies and promoting responsible artificial intelligence practices across Saudi Arabia<\/span><\/span>.<\/p>\n

The newly released document, titled \u201cDeepfake Guidelines: Mitigating Risks While Enabling Innovation,\u201d addresses the growing challenges created by advanced AI systems capable of producing highly realistic fake videos, images, and audio content.<\/p>\n

According to SDAIA, deepfake technology itself is not inherently harmful. Instead, its impact depends largely on how it is used. While the technology can support innovation in education, healthcare, entertainment, and culture, it may also be exploited for fraud, misinformation, and privacy violations.<\/p>\n

The guidelines identify several major risks associated with deepfake tools, including identity impersonation through cloned voices and facial simulations used in financial scams or unauthorized access to sensitive information.<\/p>\n

The document also warns against the creation of manipulated content designed to damage reputations or spread misleading narratives involving public figures and institutions.<\/p>\n

At the same time, SDAIA highlighted the positive potential of deepfake-related technologies when used ethically. The authority pointed to applications in healthcare, where voice reconstruction technologies have helped improve communication for patients with severe conditions, as well as educational and cultural initiatives that preserve local dialects and historical content.<\/p>\n

The framework introduces a number of obligations for developers and technology providers, including compliance with data privacy regulations, transparency standards, and the use of digital watermarking systems to clearly identify AI-generated content.<\/p>\n

It also emphasizes the importance of human oversight during critical stages of AI development and deployment, alongside automated systems capable of detecting unauthorized or harmful use.<\/p>\n

Content creators are likewise required to obtain explicit consent before using an individual\u2019s image or voice and are prohibited from using deepfake technology for deception, defamation, or identity fraud.<\/p>\n

In addition, the guidelines encourage public awareness and digital literacy by helping users identify manipulated content through source verification, visual inconsistencies, and AI-powered detection tools.<\/p>\n

SDAIA also urged individuals affected by fake content or digital fraud to document evidence immediately and report incidents through official channels within the Kingdom.<\/p>\n
